It's not a hoax. There is a "Kids Of Widney High" CD, which is a
collection of songs written and performed by retarded children. The
project was helmed by their teacher, who is also a musician...and who
plays keyboard on all the tracks.
The video in question contains a live performance, a video, some behind-the-scenes footage, etc.
