With the natives in Canada, it's always been 'damned if they do; damned if >> they don't" when it comes to blaming the white man for everything that
    goes wrong in their lives.

There are glimmers of hope that they are taking responsibility for their
own actions and communities when things go wrong. Here's one example:

Montreal Lake Cree Nation joins call for provincial government to shut
    down liquor sales during COVID-19

First Nation worried about people gathering at parties

A First Nation in northern Saskatchewan is calling on the government to
shut down liquor sales across the province.

I dunno what it is about Canadian Indians, but the 39 tribes (273,200
people) represented in Oklahoma don't have anywhere NEAR the drug/alcohol >problems that the Canucks have...

Not much to DO in Canada but drink ....

I hear the cops there, lacking lots of 'blacks', treat
    the indigenous like shit instead.

There's a broad assumption among immigrants that Canadian natives
(not just aboriginals) are uneducated "cave-men" in need of Civilizing.

It's a function of GOC policy that finds it cheaper to import talent
    than develop it locally.

I used to hang with a lot of southwestern "indians", and
liked them. However I have no experience with those
north of the border. Maybe it's different ?
