Ohio State University issued a guide to help students avoid offensive
    Halloween costumes.

The student-run magazine "1870" printed a flowchart that outlines acceptable costumes: https://www.campusreform.org/?ID=9959

White people should not dress up as deceased pop star Prince, but non-whites may. Whites must also avoid any kind of headwear from other cultures, but everyone else may include it in their costume.

The guide specifically addresses Donald Trump costumes, saying anything
making fun of the president is fine.

It also asks if the costume “validates white supremacists,” “requires blackface, milk, or a swastika” or “humanizes inhumane people.”

Some students have created a "hierarchy of oppression" on college campuses
to compete for being the most offended said Cabot Phillips, media director
    at CampusReform.org.
