    Sure they can... just not over the air... nothing stopping someone from also having the BBS available via telnet or dialup.

    I have a License to Operate a Ham Radio Station, W9ODR.

    Around the mid 1970's there were some local Ham Radio BBS's that I
    logged on to using Radioteletype on the 2 Meter VHF Ham Band.

    Those BBS's were for Licensed Amateur Radio Operators only, if I
    had a visitor in the Radio Room, after I Logged on one of the BBS's
    I could allow them to use the Keyboard as a Third Party Operator
    (That is permitted by F.C.C. Part 97 regulations since I am the
    Control Operator).

    There wasn't any telephone access to those BBS's.

    After I bought a C=64, 1541 FDD and 300 Baud VICModem in 1984
    a Ham Radio Friend told me a telephone number for a L/L BBS and
    I've been using BBS's since then, first on Dial Up, now by using
    the internet.

    Later, a local Ham had a HF Packet Radio BBS on 20 Meters Packet
    and had another Packet Radio BBS on 2 Meters that I used every day,
    until my wife told me to unhook those unsightly Antenna wires I had
    running out of the room and through the hall way.

    The BBS I use has a Dial-Up line, but isn't a local call for me so
    I use DSL now and the Home Phone isn't tied up when I'm Logged On
    to the BBS.

    In 2006 I got this XP pc and later learned how to get QWK Packets
    from this BBS by using a Batch file to run a FTP Script.

    Yep!, I'm lazy, I type a few keys and press Enter, and PUSH PULL
    CLICK CLICK, I get my BBS FIX.

    Another Batch file is used to send REP packets to the BBS.
